It's all posturing.
Fisher (coach) and Snead (GM) say through the media, "hey, we really want this guy, he's going to start week 1."
Translation: Bradford, we want you here, so please work with us to restructure your contract.
Fisher (coach) and Snead (GM) also said through the media, "We are going to add players at that position through thye draft or possibly a vet."
Translation: We're not depending on Bradford in case he's not here either due to trade or injury.
Conclusion: Bradford is already bottom 15 paid QBs in the NFL, his cap number is very reasonable for an NFL starting QB; however, he has injury concerns so the team wants him to take a pay cut just in case he gets hurt again. I havent heard Bradford or his agent say they're willing to work out a deal so he can be the long term answer...because the team hasn't said they want him to be the long term answer. I.E. Rams dont want to commit to Bradford, so Bradford doesn't want to commit to rams (i.e. workout a new deal). What does that mean? The Rams are open to moving Bradford but wont say so publicly because there is still a chance of a restructured deal and he stays...probably the same chance they move him, 50-50.
