    The Cleveland Browns have a reputation for making impulsive, ultimately terrible decisions when it comes to drafting franchise quarterbacks. For different reasons, Brady Quinn, Brandon Weeden and Johnny Manziel didn't work out, and while the team remains in the market for a passer, they'd be much better off taking Texas A&M pass rusher Myles Garrett with the first-overall pick.

    There are no sure things in the draft, but Garrett's abilities translate to the next level, which we can't say about the lackluster crop of quarterbacks expected to go in the first round. Plus, the Browns are a team with myriad needs and two selections in the top 12, which affords them the opportunity to address several of those needs early in the proceedings.

    You could make the case -- on paper, anyway -- that the San Francisco 49ers are in worse shape than the Browns. Also with a glaring need at quarterback, San Francisco could decide to pull the trigger on Mitch Trubisky with the No. 2 pick. Partly because with Colin Kaepernick , Blaine Gabbert and Christian Ponder on the roster, they're in need of an upgrade, and partly because newly-hired Kyle Shanahan is known for his ability to develop young passers. Trubisky currently comes with more questions than answers, but he's a solid, consistent quarterback, something San Francisco would gladly welcome.

    And with that, on to our first mock draft of 2017.
    1. CLEVELAND BROWNS
    (1-15) Myles Garrett, DE, Texas A&M: There isn't a quarterback worthy of the No. 1 pick, so instead of forcing the issue, the Browns take the freakishly athletic Garrett, who would immediately upgrade Cleveland's pass rush, which ranked 21st last season.

    The 2017 NFL Scouting Combine takes place from February 28 through March 6, and a few days later, the league?s annual free agency period kicks off. Players will see their stock change dramatically based on how they test and interview at the combine, and team needs will shift as they sign and trade players. Everyone likes to say that they take the best player available no matter what, but we know that isn?t true.

    So in all likelihood, we?re all going to have to blow up our mock drafts several times over the next few weeks. But that doesn?t mean it?s not worth checking in on where things stand as of now. This is Mock Draft 2.0.
    1. CLEVELAND BROWNS
    (1-15) Myles Garrett, DE, Texas A&M: It?s difficult to imagine this particular pick changing between now and draft day. Garrett is the best player in the draft, and the Browns badly need an injection of talent at a premier position.
    2. SAN FRANCISCO 49ERS
    (2-14) Mitch Trubisky, QB, North Carolina: Kyle Shanahan?s team has a lot of needs, but his offense won?t work without the right kind of signal-caller under center. Trubisky doesn?t have a ton of experience, but he?s accurate, he moves well in the pocket and he showed at North Carolina that he can manipulate the defense and make the right throws.

    Imagine the absurdity of the Redskins trading into the No. 2 pick while giving away a quarterback. It?s made more amazing than it should seem, because the Redskins were in a similar spot in 2012, but they traded a bundle of draft capital to move up for a quarterback. At that point, they drafted Robert Griffin III and set the franchise on a totally different course. Oh, did they. The beautiful irony of that draft was the actual quarterback of the future came in the fourth round, Kirk Cousins. The cherry on top of this sundae is Cousins has finally taken over, as the Redskins managed to screw up the chance to sign him long-term. A simple, ?Hey, here?s a five-year deal with $50 million guaranteed? offer in 2015 -- or even 2016 -- probably would have sufficed. Instead, Washington conceivably could spend $44 million over two years on a quarterback who walks away. That?s hardly appetizing, hence the idea of a trade. There?s only one team Cousins reportedly would sign a long-term deal with after a trade, the San Francisco 49ers. The Redskins won?t take the No. 33 pick for Cousins and the 49ers won?t give the No. 2 pick for him either. The only logical compromise, which ends with Kyle Shanahan getting a quarterback he trusts and Washington ditches a quarterback it clearly doesn?t want to pay, is swapping the No. 2 pick for the No. 17 pick and Cousins. Clearly a franchise quarterback is worth more than 15 draft slots, but the cost of inking Cousins to a long-term deal is pretty prohibitive. So how about the 49ers throw in a conditional 2018 fourth-round pick that becomes a third-round pick if Cousins starts all 16 games and becomes a first-round pick if the 49ers make the playoffs? The 49ers get the upside of the RG3 trade coupled with the ability to get off the huge deal they don?t want to give Cousins. Go out and get a guy like Jay Cutler to be a bridge quarterback with the cap ...

    It's NFL Scouting Combine week in Indianapolis, which means the league will convene there to watch players work out, evaluate the draft and do a lot of free-agent tampering -- including getting deals done -- that nobody will care about, even if it violates league rules.

    They all do it, so nobody reports it. But this is a lock: Deals will get done over shrimp cocktails and steaks at St. Elmo Steakhouse.

    With some players getting hit with franchise tags and heavy-contract veterans being let go, the roster pictures in the NFL are crystallizing some, which makes doing a Mock 2.0 easier than the first one I did two weeks ago.

    We still have free agency and a few more months of draft evaluation to go, but here?s my second attempt at a mock.

    Once again, don?t hold me to it.
    1. CLEVELAND BROWNS
    (1-15) Myles Garrett, DE, Texas A&M: They will take him with the idea they can solve their quarterback issues elsewhere. It?s probably the right thing to do.
    2. SAN FRANCISCO 49ERS
    (2-14) Mitch Trubisky, QB, North Carolina: They have to try and solve the position at some point. This is that time -- if they don?t make a deal for Kirk Cousins.
    3. CHICAGO BEARS
    (3-13) Jonathan Allen, DT, Alabama: He is in the mix to be the best player in this draft. The Bears need defensive line help.

    At this point, it would be a major upset if Texas A&M pass rusher Myles Garrett is not the No. 1 overall selection in the 2017 NFL Draft. Cleveland gets an impact player from day one and the type of rush threat that the offense needs to account for on every snap.

    But what about at pick No. 12, where do the Browns go there? With a roster that needs help everywhere, Cleveland's second first round pick is a true wildcard. While there might not be a quarterback in this class that Hue Jackson and the Browns feel comfortable taking at No. 1, is there a player who is worth the risk at No. 12?

    It's possible and Notre Dame's DeShone Kizer makes sense. He is still young in several areas, which is understandable for a passer who just turned 21 years old, but what might he look like in two or three years after receiving NFL coaching and more experience?
    1. CLEVELAND BROWNS
    (1-15) Myles Garrett, DE, Texas A&M: The Browns have needs all over the roster and unless they fall in love with a quarterback, this pick needs to be the best talent in the draft, which is Garrett.
    2. SAN FRANCISCO 49ERS
    (2-14) Mitch Trubisky, QB, North Carolina: San Francisco desperately needs to life at the quarterback position, regardless of the front office and coaching situations. Despite only one season of starting experience, Trubisky has all the traits to be a successful NFL starter.

    Brock Osweiler might be paid like a star quarterback but he showed very little evidence in his first season with the Houston Texans that he will live up to the billing.

    The trio of owner Bob McNair, general manager Rick Smith and head coach Bill O'Brien may find it easier swallowing their pride than the $25 million in dead cap space Osweiler would take up if released. Adding a talented rookie to the roster would put the pressure on Osweiler while providing the club with a relatively cheap alternative should he falter in his second season in Houston.

    The Texans may see Texas Tech product Patrick Mahomes as just such a candidate. The strong-armed Mahomes -- a Texas native and son of the former Major League pitcher of the same name -- is among the players talent evaluators are most excited to see at this week's NFL Scouting Combine.
    1. CLEVELAND BROWNS
    (1-15) Myles Garrett, DE, Texas A&M: The clear top need in Cleveland is at quarterback. But taking anyone but Garrett with the first pick of the 2017 draft was a stunner. He is much more agile than Emmanuel Ogbah (who led the Browns with 5.5 sacks in 2016) or Carl Nassib, early picks by Cleveland last year, boasting the combination of length, burst and bend off the edge to project as an immediate difference-maker and future All-Pro. Could the Browns be talked into trading the rights to Garrett if another team (like the Cowboys, as Garrett suggested in a recent interview) come calling? Sure, but the price would likely start at multiple first-round picks.

  • Bucky Brooks mock draft 2.0: Year of the quarterback slide?

    My first mock draft of 2017 came right after the conclusion of the Senior Bowl, which helped solidify, in my mind at least, the first-round statuses of a few players, like LSU CB Tre'Davious White, Alabama TE O.J. Howard and Temple pass rusher Haason Reddick.
