People would be more surprised if Lamar Jackson wasn't drafted in RD 1 than if he was ... but Key or Penny are good ones, I particularly love Penny.

The opposite is true of Orlando Brown, at this point nobody expects him to go in RD 1

Are people interpreting this as surprise first round pick by the Jets? In that sense Jackson makes sense.

But in general, agree with Arden Key as a somewhat plausible but surprise first round pick.

Jackson would be a surprise non-first round pick, but I'll go with a guy that's fallen down the mocks, can he fall further? Calvin Ridley... (as of now he's still a top 20 pick, was once thought to be top 10).
