Really can't say he had the right supporting staff, who knows things could of been different if he had anything that resembled an average offense...

It's always difficult to judge a QB coming out of an Art Briles system. His route tree is basically quad verts.

yes and no, look at Josh Allen in Buffalo or Lamar Jackson in Baltimore and again Mitch Trubisky with Chicago... All three were poor route tree orchestrates only one that made any strides to better be accurate with more of his throws is Lamar Jackson because of the coaching staff placed around him along with the talent built around him...

when Petty arrived he leaned on Pennington and was getting good advice while working on his game he never got the real shot to develop but when the time came they thrust him in the lineup and hoped he wouldn't sink... that is on the organization and coaching staff...

coach bowles was as committed to petty & his success as maccagnan was to building an OL..

Sad, but possibly true. At the end of one season when Petty was given the reins, he had success throwing long (to Richie Anderson?). He lit it up.
After that, Bowles seemed to take those plays out of the playbook and only had him throwing short passes. It was frustrating to watch, and a cynic would have said that it seemed like the coach didn't want Petty to succeed.
At least, that's the way it looked to me. He was not capitalizing on what the player did well, and was trying to shoe horn Petty into Bowles' concept of offense. It was trying to change Daryl Lamonica into Earl Morall.
