i would assume the scouts prepare the various scouting reports on the players/areas they cover, and the GM and personnel people use these reports to put together a draft board. and as the draft is unwinding, the GM and his top assistants will make decisions on who to pick. so i'm not so sure those that were just laid off were all that instrumental in the decisions made during the actual draft.
now this is based on no actual knowledge of how a draft war room is organized, but just an educated guess.

I am pretty sure the decisions on these guys were made long before any picks were made.
