No it's not tampering. The 49ers didn't want Kap to start because he was a shell of himself and he was a one trick pony. Also, very old news, this was well known. But to be clear, the Broncos wanted him to start, but valued him at 7mil per year. Kap thought his value was higher, he was wrong.
Then kap opted out of his guaranteed contract with the 49ers. He walked away, so to claim he was black listed is complete nonsense. He way overvalued himself, made an idiotic decision, and lost.
