Are those rankings based on how they would be drafted based on the needs of the teams picking in that spot?
Or on their relative ability to each other?

Lots of sites would name Fields #1 if just raw athleticism is the measuring stick. But in the real world of the NFL, I think he falls lower than that as a quarterback.

Rankings are set on true value not on Draft Projections
as you can see on comparisons from other sites they have certain players lower or higher than other sites
My Big Board is Player Rankings straight up have edited this list since July 2020 about 40 times

Pro Days are over and their true statistics from their pro days added into the calculations to where they rank in the top 100

now we all know who is suppose to go Number 1, 2 in the draft doesn't mean the big board matches those predictions

players like:
Kendrick Green from Illinois is ranked 119
Amari Rodgers from Clemson is ranked 157
Demetric Felton from UCLA is ranked 109

there are so many prospects that first I rank their position groups then scale each pro day stat 1 through 10 then able to range their total worth then ranking from the original round they were marked from the first big board they volleyed up or down in the rankings...

the biggest mover who is still not on the Top 100 is Kendrick Green he started 186, strong Senior Bowl moved up into the top 125, pro day was good not great moved him up to 119... In terms of where he will be drafted some boards have him as a late 2nd round because of potential at Guard and Center others have him as a early 5th round pick because he is developmental prospect... Because of his functional athleticism to me he is on the fringe of late third early fourth but that is me...

Then what specifically is it about Fields that has you ranking him #1?

toughness:
Fields took a hard hit to the right side of his body from Tigers LB Skalski, who was ejected for targeting on the play, but Fields stayed in the game and went on to throw 4 of his 6 TD passes after the hit!

Lawrence is still a special player with a rare combination of size, athletic ability and arm talent but that rare ability of toughness makes Fields ahead of Trevor in this big board ranking...

For me Fields before that playoff game was 4th and Lawrence was 3rd with Chase & Pitts top 2... One game can change the perspective and it did...

Trevor Lawrence ranked .996 before that game dropped to .989 which equals 4th in my ranking
Justin Fields ranked .977 before that game then rose with those 6 touchdowns and improved rating in toughness that boosted him to .995 to take the number one slot, with Chase .993 & Pitts .992 respectively
