not sure i accept your logic that o'brien not taking hack means he doesn't think he has potential.
maybe o'brien wanted to put the best team around the QB they just gave a $72 million contract with $37 million guaranteed, and thought that adding a talented center/guard to help keep said QB upright was the best way to do so.
let me ask, how would the texans coach and front office look if weeks after shelling out that much money to osweiller they said, well we aren't sure if he's the right guy, so we will draft hack as well as insurance in the 2nd round?
as to the jets "trading up for petty", let's not get carried away. the jets gave up a 7th rounder to move up one spot and grab petty. not exactly mortgaging the future for the guy.
as to the 4th round grade on hack, who's grade are you going by? mcshay had him at #49 overall. kiper had him at #58. and most importantly, macc had him as a 2nd round pick.
Your right that Hackenberg was one of the most polarizing players in the entire draft.
PFF had him rated as the 11th QB prospect in the draft. Here's a bit of what PFF had to say about him.

Round 2, pick 51 -- QB Christian Hackenberg, Jets: Hackenberg is so raw and inconsistent -- I couldn't put a value on him that high in the draft. There are a lot of good players they could have added to their team. Instead, they have a long-term project. I'm not convinced Hackenberg will ever be a starting NFL quarterback.

One of the shocking picks in the second round was the Jets taking Christian Hackenberg at No. 51. In the past two years, Hackenberg has fallen apart. He's obviously talented as a traditional pocket quarterback, but his completion percentage dropped every year and his footwork became a mess. A smarter pick for 2016 where Ryan Fitzpatrick's returning is looking less likely by the day would have been Connor Cook of Michigan State. Hackenberg is a project.
From what I observed in the dozen or so times I've seen Hackenberg play I'm closer to these guys.
Like I said Macc is in love with this player, and for now I'm going to presume he knows a hell of a lot more then I do, So I won't go out of my way to slam the kid, and really hope Macc is right, and Hackenberg is going to be a star.
if he was taken where Cook, and Petty were taken, in the 4th round, I think both are better, I would be OK with the pick.
He wasn't. Where as I hope he is great can't say I'm going to line up like a rat behind the Pied Piper in proclaiming that he is a franchise QB who should start now.
I'll give him the same grace I gave Sanchez, and smith for a year or two
