1. Joe Douglas sets a top value for a guy, and he will not exceed it for any reason, and
2. Joe Douglas highly values both scheme fit and positional value. Safety is not a position he will overspend to fill.
Truthfully, I thought Williams might get around $16MM per. The $14MM seems a bit low, but that is where the market was.

Joe Douglas doesn't want to sign anything longer than 3 years for free agents from other teams.I'm sure he had his reasons, but I wouldn't have minded going 5 years on a guy who is all of 25.
My guess is he was thinking ahead to when Wilson is past his fifth year option, and would need a long-term extension. It would be easier not to have a safety approaching 30 still on the books at that point.

draft pick is cheaperI get it, though when someone is both an established elite player and is still quite young, sticking to that dogmatic principle can be limiting.
You have guys in the draft who are 23. What is the big difference between a 23-year-old draft pick getting an automatic four-year deal, some with an option for a fifth year, and a 24 or 25-year-old who has already established himself in the league getting a four or five year deal?
