I feel there should be no blame to neither. Fitz and Smith have absolutley no chemistry between them as they havent practiced at all during training camp. Fitz had the luxury to get into the flow early in TC due to "THE PUNCH" and get the timing down with Deck, Marshall, Enunwa, Kerely & even a speedster like Owusu.
The Speed that Devin Smith provides is tricky. The kid is a rook. His routes will not be crisp like the aforementioned guys. Even guys who have been in the league 1 year. It's a different timing to get into with a QB. Especially an average QB like Fitz.
IMHO, the bye week could not have come better. I'am sure Fitz, as a veteran he is will work diligently with Devin to get everything down pact. Fitz knows Smith provides a dimension to this offense that absolutely cannot be passed up. His speed can bring points on the board.
Let's not forget the coaches that are responsible for Devin's progress. They have two weeks worth of his play in the NFL. Yes, thats not alot but it can provide some sort baby steps in the right direction to help him get into the groove of working with Ryan.

Problem with the bolded is that Fitz is in California, and Smith is in Ohio. Bowles called on his inner Rex and gave them the whole week off.
Next week will be all game prep. In the NFL once the season starts, there is very little teaching going on. The new CBA prohibits how much the players can practice. During the week it is all game prep.
Makes it very difficult on rookies. Particularly rookies who have missed both camp, and mini-camp
