Honestly, it makes no sense, its unprecedented to un-tag an elite player in his prime like this.
This would be like the Jets suddenly un-tagging Mo Wilkerson, can you imagine the reaction?
I almost have to think something happened here, something bad about Norman, otherwise its inexplicable.

They couldn't even trade him for something of value????
Maybe he shopped around for offers but couldnt find anyone will to negotiate with him and didnt want the Panthers to be stuck with the price tag? Word is that he wants $16m. That's steep for a CB.

They say they couldn't work out a long term deal. I'd take their word, but assume that's boiled down to a very simple statement. They can't sign him and probably said fine you want 18 mil, go get it. Call us if no one pays you.

one not so minor difference is norman is an all-pro CB in his prime who has already been contacted by 10 teams

The only way we can possibly afford Norman is if we trade Mo Wilkerson. So long as Wilkerson is on the books at his own franchise tag rate, there's not nearly enough cap space to sign Josh Norman. Or maybe I'm wrong?
That's my understanding too. I can't see this being more than Mac doing his due diligence. I am not even sure i want Norman on this team. His attitude is nasty.
