I don't see how that case can be made. Belichick went out of his way to double back in front of Harrison, and stuck out his leg.
May not be quite as blatant as Alosi, but it was pretty damn blatant not to get punished by league or team, when the Jets did the right thing with Alosi and fired him.
Though if you watch the Alosi tape, he positioned himself to make contact, but Belichick moved much more in an attempt to interfere. In both cases, the play was live and the players were on the sidelines.

For that matter, Belichick goes further out of the coaches' box to interfere with Harrison than Alosi did.
This isn't meant to exonerate Alosi. He deserved what he got. But it is worth noting the Jets faced a $100K fine from the league for his actions, even though they did the right thing and fired him. The Pats did nothing to Belichick, and the league did nothing to the team, either.
Just like the injury report. Favre is 100% to play, isn't getting treated, so the Jets don't put him on the injury report. They get fined. Belichick for years puts Brady on every week, sometimes puts practically the whole team on it, AND uses it to discipline players, and the league does nothing to them.
