The draft has no bearing on the Browns Watson decision. He's healthy and they decided to keep him on the pup list. He hasn't played a full season in 5 years and he has been terrible when he had played over those same 5 years. The Browns will go the same route as the Falcons and keep him on the roster, eating his $80 million dollar plus salary. Possibly restructuring it to a signing bonus to spread it over a couple of years. Trading or releasing him will cost the Browns $131-135 million in cap space. Considering it will cost 51-55 million for the Browns to trade him, they would want that amount at the minimum.
The truth is Fields has been significantly better than Watson in recent years. Why would the Jets possibly consider him? May as well go with Taylor and or any other journeyman for a fraction of the price.
